However, they can communicate in a basic way and get their message across in simple situations.

This level of proficiency might be sufficient for someone traveling to an English-speaking country for a short period or for someone who needs to communicate basic needs in an English-speaking environment. However, it would not be adequate for more complex tasks such as participating in academic discussions, understanding technical texts, or engaging in sophisticated conversations.

For comparison, higher levels of English proficiency might include "intermediate," "upper-intermediate," "advanced," and "proficient," each with increasing levels of complexity in grammar, vocabulary, and ability to communicate effectively in various contexts.
